Protection

C³RS provides legal protection from carrier discipline and/or decertification and FRA enforcement under certain conditions.

Carrier and union employees covered by an active IMOU with FRA who observe a safety problem, or experience a close call event, and report that problem or event.

Eligible IMOUs include:

• UP North Platte Service Unit IMOU
• CP Chicago Area Service Unit IMOU
• New Jersey Transit IMOU

Under which conditions do employees receive protection?

• Employee reported the unsafe condition within 48 hours and BTS accepted the report.
• Employee action/lack of action was not intended to damage carrier operations/equipment/personnel.
