The C3RS pilot demonstration program began in February 2007. Union Pacific employees at the nation's largest rail yard in North Platte, Nebraska began reporting close call incidents without fear of punishment from the railroad or the Federal government.

Canadian Pacific's Chicago Area joined the program in April 2008, followed by New Jersey Transit in October 2009, and Amtrak in February 2011.
